Install the cable drivers:

cd /usr/Xilinx/14.4/ISE_DS/common/bin/lin64/digilent

sudo ./install_digilent.sh

export LD_PRELOAD=/opt/Xilinx/14.7/usb-driver/libusb-driver.so
